Oldest Universities

This mod adds university buildings that were present pre 1444 to their correct provinces. It can be enabled by enacting decision.

Additionally every few years after 1444 there is a historically accurate event allowing to build universities. To fire the event just wait for the correct year (ie. 1471 in case of Genoa) and make sure the province has 0 devastation. Then within 12 months the event fires allowing the country to build a university, giving three options to choose from:

A.)Build the univeristy for 0.5 of yearly income
B.)Build university in a different ,random (min. 10 dev) province for 1 yearly income
C.)Don't build the university
