SCM Empire Secessionists - SFO Submod

Description
This is a submod of Team SCM's excellent SCM Empire Secessionists.

I've rebalanced the two added units to be in line with SFO equivalent halbediers and RoR handunners, and added SFO skills to the LH and LL.

TTC compatibility added.

Please make the SFO submod for the "Grand Order of the Reiksguard" I love that mod.
