No its not, the original Workshop already exist on TF2 Workshop. all the highlighted text in the description will lead to the original TF2 Upload and the Item Creator's Steam Profile.

This upload is just a port of the TF2 Item to Gmod to be used for posing porposes, the original item itself was made by Will TTVR,.
