Nevermind, I figured this out. Here's how to effectively combine this with Casual Citizens:

#1: Install this (Dynamic Rebels V2 Replacement)
#2: Reload the map from the menu.
#3: Install Casual Citizens.
#4: Reload the map again!

Making a solo rebel and medics version would be perfect, so I could combine it better with other citizens mods :P
