Dynamic State Troop RoRs [SFO Edition] (For Nanu's Dynamic Regiments of Renown) [5.2.7]

Description
Just duplicates of the normal Empire Troops possible RoR effects and naming for the Elector Count State troops.

SFO Adjustments:
Changed around some Effects for units changes from Vanilla for some reason (like switching what the greatsword and sword+shield units are for some reason), also adds a table for the SFO archers.
For the Welcome Wagons I just copy pasted the vanilla outrider (with grenade launchers) table, hopefully thats alright.
