Report a translation problem
The problem is that all that was changed was the settings for this mod, and it just didn't recognize any change until some random point.
1. Upped from default - no bags.
2. Upped a bit more - no bags.
3. Upped a great bit more - Too many bags.
4. Reduced multipliers - Too many bags.
5. Set back to default (note, this is less than #1) - Too many bags.
So somewhere it didn't even accept the changes, only looked like it in the settings menu. Solution was to remove the mod. :/
I got the same in the game I host just for myself. I will keep the mod there, because I really like it.
I don't think my friend's going to re-add it to the game he hosts for us, he already doesn't like mods.
I will likely increase the range of adjustment for drop rates, to allow more fine tuning for various server setups.
Being they are considered a 'bag' and container, you can try adjusting loot levels for bags temporarily up/down to help the overall rolls to be more in line with what you'd like in your game.
Unfortunately, there is no one-size fits all fix for loot levels. You'll just have to fine tune and adjust as you go. Even our test server, which has nearly identical mod sets and settings as our live server had rather drastic differences in loot distribution and required further fine tuning to get drop rates where we wanted them, in the 10-20% range specifically.

We upped the settings to far too many, oops, last night we got plenty bags. And yes, it is enabled.
Which spawn rates do you have on your server, or which would make it 1 bag per 100 zombies? We need to tune the drop down now, but not totally disable it. :)
What exactly does the roll do, like it throws the dice 200 times to see if a zombie has something?
