Maybe! I'd really like to. All I can commit to for now is the Cultists. The dream is to have the entire Trepang2 cast in the game, specifically the NPCs you can fight (since they have enough lines), but that's a big time commitment. No promises!
If you're looking for TF Mercenaries, that's completely doable. If you're looking for one single TF squad (like Deadeye), that's unlikely--not enough content for XCOM 2.
