For DEI 1.3.4
For grand campaign

This is a "lazy man mod."

The goal is to make the campaign slower, introduce more randomness to the world, and allow for more time in the early stages where armies primarily consist of levy units, with cavalry being rarer and progress more linear. Armies should mainly consist of cheap levy units, while better, more expensive units should be rarer.

It is actually very beneficial to complete missions for extra money.
Construction cost perks are now a lot more beneficial due to increase in building costs.

Adjustments:

Increase building construction time by 3x.
Increase building costs by 5x (3x for yellow "public land" and immigrants chain).
Increase technology costs by 2x.
Increase money rewards from objectives by 10x.
Remove all buildings except primary, port, and wonder for all factions at the start of the campaign.
Grant all factions (not just major factions) a 20k gold bonus on the first turn.

Need feedback and balancing.
AI isn't too big of a challenge in the early game.
Some screenshots from 25-30 turn Leugoz very hard campaign.
After taking Tulifurdum in turn 34 I get first time access to lvl 2 barracks with 300 pop1 1300 pop2.
That was first battle where I met harder units. In turn 44 I meet 2 Raeti armies.

Todo:
Balance edicts and technology bonuses related to building and building cost.
