Description
This mod fix the trigger of the decision for isolate capital and enter seclusion

In vanilla the decisions only trigger when you have an plague in your realm, leading to two issues :

- when you have a large empire, you are constantly spammed with the decision while the plague can be very far away
- when playing as a vassal, you can have an plague at the border of your domain but not having the decision because it's not in "your" realm

With the mod, the decisions pop up are only based on the distance of the nearby plague from your capital, which is more coherent



I've also made some additional bugfix/AI improvement :


- improved the AI for taking the decision to isolate capital and seclude. In vanilla the AI only uses the decision when the plague is already in one of his county, so for most dukes and counts it's useless because the plague resistance won't apply. With the mod AI will trigger the decision to isolate capital when a plague is present in a neighboring county from his capital county, and will trigger the decision to seclude when a plagues is in his county capital

- fix a rare bug when becoming landless with the secluded modifier ending up having it for 5 years (for you and all your close familly following you). With the mod you have the decision to remove it anytime.

- fix a rare bug, almost same preivous, when you die with the secluded modifier and someone that is not close to your familly inherite, some of your close familly members ending up secluded modifier for 5 years. Now the game will automatically remove the modifier for courtiers every years if their liege doesn't have the secluded modifier.

- fix a bug that makes baber camp building lvl 2+ to not apply infection resistance, only the lvl 1 applyies the bonus

- fix bug for the epidemic icon (bottom right) that doesn't show as intended for administrative and adventurer

for the 1st question : It's also a vanilla bug, the decision only trigger for the capital county, so yes if it changed when the modifier is applied you can't change it. Never encountered this personnally. Will look into that.

For ther 2nd question : Currently it's only on distance, so yes if it comes from offshore you can only take decision when it came on the county or a neighboring county in the distance. I could make the decision trigger from plague on county other sea, but it will spam the decision if you have a big realm or a vassal. So i've decided to stick on pure distance

I have a question : How is it handled the fact plague can be spread through sea ?
Cause I can't take the decisions until the plague lands on the coast. Am I right ?

I have a bug where one of my county is still in state 'isolate capital'.
My heir probably activated it prior to my death, then now he is my ruler and have an other capital. So I guess because the capital changes from his perspective, I don't have the decision to abord this decision.
