Report a translation problem
Added mechanic skill level requirement with default value of 0.
Added minimal api for changing drop table and requirements at runtime.
To have them well together, I set the skill level for welding in your mod to 4 in the sandbox option to match, but would be nice to set mechanics too. I could do this locally, but I figured it would be better to simply ask for the addition.
Sandbox options only updated after change by reloading.
Dismantling using a welding torch that has less than ten amount should be resolved in the latest update.
