Recruit Tiers: Revised

Description
This mod serves to finish updating recruitment tiers across the factions CA has not yet given a pass in Warhammer 3. Hero and unit availability have been changed to match the standard set with Thrones of Decay and Omens of Destruction while having as little effect on building slot economy as possible. Units have been moved (largely) down in tiers based on their gold cost and general place in the associated roster.

Some factions have received light touches from CA already coming into TWW3 (Tomb Kings, Vampire Counts) and have only received minor changes from this mod; Tomb Kings in particularly only receiving a slight loosening of their army cap via tech. Other factions like the base TWW2 races, Bretonnia, Norsca, Vampire Coast, and Slaanesh have seen more extensive increases to their unit and hero availability. Specific changes can be found in the discussion thread.

This mod primarily touches tables related to building levels, building effects, and units allowed from those buildings. It should be compatible with anything that leaves vanilla buildings mostly untouched.

Still to do: Spirit of the Jungle (Nakai the Wanderer).

can you reduce some recuirtment duration of some units too like making all the bastilladon one turn recruitment as only tier 2 bastilladon are one turn recruitment . thanks for this mod tho

That may be a conflict with another mod, I'm not seeing any issues with Kislev buildings and the mod doesn't touch Kislev.

Needs a minor update for 6.1.2 as the new Kislev devotion buildings don't have their names/descriptions.

I've noticed that the wood elves can recruit Eternal Guard (Shielded) from their level 1 settlements, but they also have a building that only gives them Eternal Guard (Shielded). I believe that you meant to make them able to recruit unshielded versions from their settlements?

@Disciple Toki there shouldn't be any conflicts with changing minor settlement maximum tiers or slots. Just like in the vanilla game though, some buildings will still be flagged as province capital only.

@Laserdream in my testing TK were falling well behind all of their neighbors without this, and even in the vanilla game now since their TWW3 soft rework you often have way more unit cap than you can reasonably spend. If people are finding this makes TK oppressive however, please leave that feedback here and I can move this to a submod.
