Communication Efficiency: Distance Matters

Description
Hey, so I for a long time enjoyed the idea of distance making keeping your realm together harder, and so I've decided to do my own spin on that.

The mods purpose is to make rulers of provinces far away from the capital less loyal and provinces themselves less "taxable", making the choice of your capital more strategic one, and adding some challenge for larger realms.

At the short distance you get bonuses, but at longer ones the opinion between you and rulers will get worse and worse, and taxation will by lowered even by 50%.

Compatibility:
- The mod unfortunately overwrites the governments files, so any mod that touches those will disable the taxation system, if placed below.
- It also overwrites "governor_efficiency" script value, so any mod that attempts to rebalance the admin gov would disable mods impact on governors' efficiency.
- I like playing with "Dark Ages" mod so if you are also going to play with it, I recommend disabling "Political Cohesion" game rule (and maybe Vassal Taxation rule too), since it have similar purpose, and that rule partially inspired this mod (and also MEIOU&Taxes! Although I won't pretend as if the mod is even fraction as complex as that).

Oh, and be sure to let me know if you have any impressions about the balance, cause I might improve on that.

Now Chinese Translation is included in this mod: https://steamhost.cn/steamcommunity_com/sharedfiles/filedetails/?id=3403925213

Ok, now I have updated it lol

It doesn't affect ai capital placement behaviour, they should stick to their de jure capital when they can.
I haven't updated the mod yet though

Will this make the AI move their capital as well? Or is that even something they can do?

Yeah I will have to fix it, the latest update kinda reworked how vassal contracts work, but I have been focusing on my other mods at the moment

Looks cool ! But it's broken now, vassals don't give any money anymore ^^
