*Only affects the PLAYER
**Made for vanilla, but should work with most anything.

@turanomario: sorry to hear that. are you using any other mods? this one only affects the campaign handicap and effect bonus value files. Perhaps put this mod at the very top of your mod list, if you have not already. Please let me know if that helps.

@joseguia: I haven't tried that mod, but likely so. It's been tested with grand campaign, imperator augustus, and empire divided
