This is the same as Scythe's excellent mod but updated just to work with v1.49

Scythe deserves all the credit. I recommend using his version when it gets updated:

What this mod does:
"This mod reduces most infantry CP to the value of 1. This means higher tiered infantry has the same value as tier 1 infantry. Snipers, officers and medics still have vanilla cost. This might increase the number of infantry you face in conquest"
