That's not a bug. Looking in the files of this mod you can see that Lightymoon set the retreat cvar values to "0".
The description doesn't explain very well - the Witch DOES retreat if she kills someone, but she despawns instantly once doing so because instead of taking the default 10 seconds to be out of sight, now it takes 0 seconds, so as soon as a survivor look aways, she will disappear.
i have no clue what manacat's mods contain, but if the mod changes any Witch's Cvars values then yes
as i know it controls how long it takes for the Witch's "rage" or "anger" to fully build up after being startled
