High Elf Building & Recruitment Rework

Description
- All High Elf heroes recruitable at Tier 2
- Capacity increase also now at Tier 2, to be in line with other more recent CA race reworks

- Several units moved down to be recruitable a tier earlier (e.g. Moon Dragons recruitable a Tier 4)

- Units which are a straight upgrade on each other no longer recruitable at the same tier (e.g. Moon Dragons now unlocked a tier earlier than Star Dragons)
- A couple of new buildings added to existing chains so that I could achieve the above (stables, smiths and dragons chains)

- Landmarks unlock recruitment of units where appropriate (e.g., Hall of Dragons unlocks recruitment of all High Elf dragon variants and Dragon Princes)

- In some instances, landmarks also moved a tier lower (either to be consistent with regular building chain levels or to unlock units earlier than normal)

- DLC units unlocked for all High Elf factions (assuming you own the relevant DLC)
- Mistwalkers recruitable from Tor Yvresse main settlement chain
- Caps still apply for Mistwalkers, so factions other than Eltharion will only be able to field Mistwalkers in limited numbers
- Forest Spirits recruitable from Avelorn Worldroots landmark, The Oak of Ages and wood resource chain
- The Worldroots landmark also unlocks Forest Dragons for all High Elf factions
- Tor Anlec citadel unlocks Shadow Walkers for all High Elf factions

- Protection Building chain rebranded to "Waystones"
- Mostly a cosmetic change, changing the names, descriptions and images for these buildings for the High Elves
- Public order bonus from protection building change replaced with a movement range bonus for armies in the region

- Some resource buildings unlock recruitment of units
- Pastures unlock Ellyrian Reavers
- Exotic animals unlock Great Eagles (Tier 1) and Flameheart Phoenix' (Tier 3)
- Woods unlock Dryads (Tier 1) and Treekin (Tier 3)
- Furs unlock War Lions of Chrace (Tier 1) and White Lions of Chrace (Tier 2)
- Obsidian unlocks Silverin Guard (Tier 2)

- Ports, Special Ports and High Elf Colonies unlock Lothern Sea Guard with shields
- Regular ports unlock unshielded variant at Tier 3 and shielded variant at Tier 5
- Special ports unlock unshielded variant at Tier 1 and shielded variant at Tier 3
- Colonies unlock unshielded variant at Tier 2 and shielded variant at Tier 3

- Resource buildings which had no effects other than granting a load of that resource, now give some small global buffs:
- Spices buff Trade tariff income
- Salt buffs port income
- Dyes buff Entertainment building income
- Ivory buffs Industry building income
- Pottery buffs Province/Capital settlement building income
- Obsidian buff magic resistance for Silverin guard units
- Medicine buffs research rate
- Wine buffs influence action cost

- Buffs for Barracks and Stables chains
- Barracks chain gives an upkeep discount for Spearmen, Archers and Rangers in the local province
- Stables chain gives an upkeep discount for Ellyrian Reavers and Silver Helms in the local province
- This should hopefully help make these building slightly more worthwhile to keep around early game, rather than just immediately demolishing them

And that's it!

Should be compatible with most mods unless they also modify these same building chains / High Elf recruitment.

Added buffs to medicine and wine resource building chains
Rebranded the protection buildings to Waystones
Added some relevant unit upkeep discounts to the barracks and stables chains for forces in the local province, so that these buildings are more worth keeping early game

Incoming Tides of Torment DLC is what spurred me on to do publish / update a few of them recently. To me, my mods are my "feedback" for CA - the ideal scenario is that they see and like some of my ideas and incorporate them into any refresh these systems might get for the High Elves.

@Briar_Black just to check one thing, you're not just missing that for Avelorn faction (under vanilla) they are recruited from the Handmaidens Gallery building, which is an Advanced Military building and a separate building chain for them from other High Elves factions.

I've just spun an Avelorn new campaign with (only) this mod enabled and can see that building and no indication that it won't work if I build up to it.

Thanks a lot for that important change. I had another look. Could still be improved. The way you've done it, the +1 capacity is showing on all buildings in the building chain rather than just the first building that gives additional capacity. Probably just a UI thing rather than additional +1 each time you upgrade the building. The way CA does it, they say +1 on the first building that gives it, then the next buildings up don't contain that text. Same thing with the lord recruit rank on the Dragon chain. Tier 4 on the Grove chain should give some recruit ranks for Handmaidens to fit with the Mages and Nobles getting that. Heroes should be unlocked tier 2, +1 capacity tier 3. Elven Court should be tier 3. Handmaidens can break that rule with both at tier 2 so Sisters are still at tier 4. Sorry if my post months back didn't make that clear.
