Needs to be loaded above Dynamic Europa

Patches some of the guards in Dynamic Europa to have EK Weapons and gear.

Guards are kitted with tactical shotguns and 357 revolvers
Garrisons will be kitted in full Renegade/Marine armor, with marine smgs,battle rifles and the occasional lmg
