Delete EVERY SINGLE sound.cache file in tf2's local files and it fixes the problem. I do not know which file in particular was the problem, but just getting all of them worked.
The community workshop download of the map has an "Invalid sample rate (0)" error for all of the mobster's voice lines, but when the map is installed locally in the /tf/maps folder, the voicelines run fine. Since the community maps use the workshop download of the map, the voicelines have this error and do not play.
Is this issue already known, and is there a way to fix it?
