[1.16] Offer Easier Vassalage

This mod increases the likelihood of vassalage acceptance by altering values in the character acceptance weighting. The introduction of Nomads updated /common/character_interactions/00_character_interactions.txt so I created this updated version of Akiway's original mod.

1. 🫅 Rightful Liege: Increased likelihood to accept if you are their de jure liege.
   
2. ⚔️ Military Strength: Difference in military strength weight scales more significantly.

Do not enable the original mod while using this mod.

1. 🧑‍💻 Vassalization Interactions: The mechanics altered in this mod will conflict with any others that overwrite offer_vassalization_interaction in any of their files. These are most likely found in files in /common/character_interactions/ with a filename that are some variation of 00_character_interactions.txt. If this mod is loaded below, the other mod's changes will be overwritten. If this mod is loaded above others, it will be as if this mod was not loaded.
   
2. 💾 Save Game Compatibility: Can be added to existing save games.
