[1.9] Employ Shopkeepers only Local Workforce Privately Ownership | 仅当地劳动力私有时的店主

This mod allows buildings to hire shopkeepers based on the Local Workforce Privately Ownership level.

As shown in the picture, the Furniture Manufacturies at level 9 only employs 2k shopkeepers instead of 4.5k, as it only has level 4 Local Workforce Privately Ownership level.
