Subjects can form Nations Anbennar

Description
This is an adapted version of the Subjects Can Form Nations mod for compatibility with Update 19 of Anbennar. It should work with later updates as well, but there may be issues with any new subject types introduced in future updates.

If they can do that as independent states in standard Anbennar then they can do it as vassals with this mod.

Does it allow vassal Dwarven Adventurers to form Holds?

Yes it should be possible but this mod doesn't remove all requirements so it'll be difficult.

does this allow Aul-Dwarov to be formed by a vassal?
