Fix for Scripted 'Reserve Armies' in Hannibal at the Gates

Description
Sick of seeing your Punic War AI adversary paying almost no upkeep on their units, while you sink under the weight of your own upkeep costs? In fact, the Roman and Carthaginian AI have an 80% reduction in upkeep cost. This so called 'reserve armies' feature in Hannibal at the Gates is just a scripted handicap for the player, and this mod makes the AI pay its fair share in upkeep for its armies.

i didnt know they didnt have to pay upkeep, thats so lame!

The armies still exist, but the AI is forced to pay the same upkeep as you, so it disbands them quickly.

i cant tell u how much of a relief it is 2 play as Carthage and finally not see Gargantuion Roman armies pop out of thin air and rematerialize as soon as i destroy em, not 2 mention Carthage is as stretched as it is so ty
