Terrains:
No, you don't need a special program for the terrains. You create the mod like normal (folder with mod name in AoE\mods, including all folder structure from within the AoE folder itself to be able to place each modded file at the same location inside your mod folder as it resides in the AoE folder). Then you name your png like the terrain you want to replace and that's it.
Keep in mind the png is rotated 45° against the clock and swaged ingame - just in case this is important for your images look. The image also gets resized to 512x512 px ingame, so either use that size or one that can be resized to it without beeing streched.
For a thumbnail image place a jpg named preview-icon.jpg in the mod folder.
While I know how to do them, when I tried last I got some technical issues (player colors resulting in static colors). After that I was so busy with terrains and graphics not containing player colors, I never gave this issue another try. So it would have to be something I really want to do to make me take another look - especially now that I'm super busy updating all my mods to AoR...
Do you make unit reskins?
The terrains are plain png files.
Other graphics are bmps stored in slp files - to edit them you need a tool like turtle pack.
While I didn't update the uploading part for now, this is described in my modding guide.
Uploading is less intuitive if you don't know what to do that before 4.0, but not difficult too.
Will be done soon.
I spoke to morness about this and the icons you can see beside the mods now are a first (small) step towards what we came up with for the still to be implemented overhaul.
I hoped this would be done days ago - but as you can see there are many other issues too - and game breaking bugs are more important than optimizing the mod manager. But morness said to come back to it at the end of this or beginning of the next week. So I'm looking forward to upgrade all my mods at the end of the next week!
