Apologies to anyone else who commented that I haven't replied to, I have kind of abandoned this as I'm not using it anymore. I'll see if I can find some time to look at the issues.
On Linux or other systems where filesystem case matters, there is a little bit of changing to make things work... the mod wants the files 'ToolbarBkg.png' and 'Escfocused.png', but in the actual mod they are named 'ToolBarBkg.png' and 'EscFocused.png'. If you go to your Steam folder and manually change the names to match the file that the mod is looking for when you load it with Quartz, then everything loads nicely.
Regarding other active mods, I will disable eeeverything except "Hello UI [Fixed 1.7] and "Quartz (Sapphire) - Fixed 1.7
With only these two mods running, plus the stock Colossal Order mods, is there anything else that might prevent it from running? I think the last paid DLC I have is Afterdark, or might be Snowfall... I was pretty alarmed at how disjointed the game started becoming, especially with After Dark, those slider bars made zero sense... and most importantly the crappy UI was never given a facelift!
Hopefully a new UI will renew my interest in Cities:S, with your help, hopefully I can get it working.
