You can skip the part on how to create your own overlay, just start at 4:49.
In short: You'll have to add a track to the 'Effects' channel in the timeline (below 'Picture' and 'Sound'), select 'Material Overlay', click 'Show in Element Viewer' for your material overlay, and set 'hashtagmc\macrobinoculars1.vmt' as value for the 'material' textfield.
