Unfortunately, I haven't played SE in a very long time, so the scripts for the AXE may not function anymore. However, it may just need to be recompiled. Go into each of the programmable blocks, and save/recompile each of them. If that doesn't fix it, I'm afraid I can't really help you :(

You certainly could, though it's largely unnecessary. Actually breaking an ore-bomb covered in heavy armor is extremely difficult. Plus, the AXE is meant to be used in close range. Thus, even if the warhead broke mid-flight, the stone would still get pushed into the target by the gravity from the weapon itself.
