Combat Rebalance

Buffs certain combat modifiers closer to the levels they were before the recent Conclave DLC and associated patch. Meant to be used as an optional addon to my other mod Normal Retreat (link below) which removes the shattered retreat mechanic. You can use this one on its own, but it may not be ideally balanced with shattered retreats active.

I'm happy to update by changing the variables further/less, so let me know if you think it needs extra editing.
