Horzine is on the chopping board, and the whole world is waiting for the axe to fall. Horzine didn't intend for their research to become the genocide of civilization, nor the deaths of millions. They wanted only to help mankind thrive and evolve, and better the lives of the next generation. But because of Kevin Clamely, that dream is now dead, along with Horzine's reputation.

The world wants to lynch Horzine for what they have done, and it only seems that the noose is getting tighter for Horzine as reports of ZEDs infesting new regions begin to roll in. As a result, Horzine started a new program in hopes of gaining the favor of the public, which some have deemed the "Cleaning Squad", where survivors can make a living by killing ZEDs for DOSH. Though it has been successful so far in getting rid of the ZEDs, it doesn't seem to be patching up the public's view of Horzine anytime soon. But former employee Rachel Clamely had devised a much more suitable solution, after hearing that most people couldn't reach extraction zones that the military had set up. She pointed out that not only are these extraction zones poorly arranged and easily breached by ZEDS, but they also expect people to get there, unarmed in ZED infested streets!

And after hearing the survivors' ability to escort The Ringmaster, owner of Lockeheart's Steamlands, in a infested theme park, gave Rachel a idea. Why not devise a unit who's sole purpose is to extract personnel out of ZED hotspots instead of having civilians having to go on a suicidal dash to the extraction zone, just to be corralled for when the ZEDs arrive?

Whether it be the President of France, or little Thomas from down the street, HOPE will be there when you need them.
