No Region Disconnect

Description
Disables the loss of a region when council missions, supply raids or UFO attack missions fail or expire.

Does not change region loss on retaliation and facility attacks, unless you wish so.
You can also change the config so you lose supplies when you fail missions, if you think that the mod makes things too easy.

No Region Disconnect does not work if you have the War of the Chosen DLC or the Long War 2 mod installed!

Why does this mod exist
Most missions in XCom 2 are supposed to be opportunities to hurt the aliens.
That implies that the player has the choice not to take these opportunities, should he decide that the risk is too high. However, for certain mission types, this decision gets punished with the loss of the regional resistance cell.

The loss of a region can be the killing blow to an already weakend force. It will result in decreased monthly supply intake, but it can also remove a valuable continent bonus or the access to a facility that was the only way to stop the avatar project.

All that can happen if the player decides not to drop their squad in an advent infested city to save some engineer.
With this mod, not going on a mission becomes a strategical choice.

Details
This mod disables the loss of a region when the following missions fail or expire:
- Council missions
- Supply raids
- UFO landing

Retaliation missions still disconnect a region when they fail or expire.
If the region is the starting location, it will suffer reduced monthly supplies instead of disconnection. This is a vanilla behavior.

Non story facility assaults also still disconnect a region on failure.
The two story blacksite missions do not disconnect a region. This is a vanilla behavior.

The mod also changes a few messages when a mission expires so that they makes sense with the changes. These messages will be displayed in english, regardless of your game language.

Customizing options
The config file is located in your steam folder under: Steam\SteamApps\workshop\content\268500\641080494\Config

Region loss can be enabled and disabled individually for all mentioned mission types.
You can also activate a penalty that decreases the supply intake of a region if a mission fails or expires.
(It is even possible to use this as a supply increase to compensate for a failed mission.)

By default, the supply intake will not be altered unless you change the config file.

Compatibility
Doesn't modify your save files. No class overrides. Compatible with all mods, unless they change the behavior when a mission expires or fails.
No Region Disconnect does not work if you have the War of the Chosen DLC or the Long War 2 mod installed!

The mod should still work for the base game. If you have the WotC DLC then this mod doesn't work. If you have the Long War mod then this mod is not needed anymore.

@frizzeldian12 I haven't looked into the DLC, and I didn't even know that the region mechanic is still in the game with the DLC. Unfortunately it's safe to say that I'm not going to update the mod. So it would be great if you could update the code or make some kind of replacement mod.
