No Minimum Age Promotions

Description
This mod removes the age requirement for promotions. This is especially useful when using a 12tpy / 24tpy mod as characters may never reach the required age for advancement.

Compatability:

edits the cursus_honorum_level_requirements tale and is compatible with TTT
