FotE Smaller Roman Garrisons

This is a mod to reduce garrisons somewhat.

Cities have been slightly reduced in total number, but composition drastically changed.
2 Archer
1 Crossbow
2 Light Infantry
2 Spear Infantry
6 Sword Infantry
2 Light Cavalry

They upgrade somewhat, with archers becoming armoured, cavalry becoming alae from scout.

Towns have been much reduced, representing limited garrisons for small towns (level 1-3), with a much increased garrison for a large town (level 4)

This is a WIP, requiring Fall of the Eagles to work, but is kind of optimized for FotE plus Europa Perdita (given the changes to the startpos resulting in larger small towns on the frontiers).
