This small 'mod' (if you can even call it that) gives you the ability to spend 99 points on your empire's ethics
(Yes I totally copied that from my 'Traits Unlimited' mod's description.)

*WARNING*
Currently, the AI gets the same deal as you, resulting in the randomized AIs getting the bonus as well
I am looking into a fix!

*TEMPORARY FIX(thanks to @SneakyBallz)*
Launch the game with the mod enabled, design your empire and save it so you can select it in the empire selection screen, exit the game and launch it again without the mod enabled, pick the empire you've just made and start the game.
