Heroes Only Max Level 60

Raises level cap of heroes (aka agents) from 30 to 60.

Does not affect Lords (aka generals).

Affects Player and AI.

1 Skill Point per Level, as normal.

Heroes will continue to increase after all skills are maxed for some heroes that don't need 60 points to max out on skills. This will give you the "unspent skill points" message at the end of every turn. Due to the complex variety among each hero skill set, I decided to make it easy and just let this happen as it doesn't break the game in any way. You'll just have a lot of skill points that you won't have anything to do with for some heroes.

This should be compatible with all other mods unless the mod also affects the hero and lord experence cap.
