You can then upgrade it in the workshop.
This requires, among other things, the standard armor.
If this doesn't work for you, there's an incompatibility with another mod.
And they're not troop upgrades, you have to equip the vests after crafting them ;)
Or have you already blocked the mod variants in the ini?
You can try restoring the ini by unsubscribe from the mod and then re-downloading it.
If you use a mod that alters the vanilla armors in any way or the functionality of the proving ground, it's probably not going to work.
It's worse than I thought is was.
There's an issue with the mod: I've noticed when some of the operatives are wearing it, sometimes all you see is the head and weapon. Attempts to correct is extremely limited.
