THIS FILE IS OBSOLETE PLEASE UNSUBSCRIBE AND DELETE uniqueleveleditemsupgrade1dot3.esp and uniqueleveleditemsupgrade1dot3.bsa from your Skyrim data folder and go here for Vanilla skyrim. Or here if you have Dragonborn DLC installed

@Sniper Army Leader: No it's not. You have to get the item/do the quest anyway. It only allows you later to "improve" them.
