Empire + Dwarfs city state and Karak recruitment

Description
Updated: Now dwarves can muster a basic throng from higher tier settlements without requiring military production buildings and can recruit slayers without having an armoury.

As of now the following beardlings are recruitable

>Level 1
warriors
Miners
Quarrellers

>Level 2
Slayers

>Level 3
>longbeards

>Level 4
>Hammerers
>level 1 thane

>Level 5
>level 2 thane

So every once a week I play another empire campaign, invade marienburg and fight against Emil Van Korden and his 19 pistoliers/mortars combo. It is not the highlight of my empire campaign.

So I made this mod, which allows for basic empire troops that don't require any other secondary building like armories or gunsmiths to be recruitable from the base buildings themselves. This allows the AI to recruit somewhat more balanced armies made up of spearmen, crossbowmen and swordsmen to add some much needed variety to their current stacks of rough riders and mortar batteries.

Currently, the empire has the following recruitment order

>Tier-1
>>spearmen
>>free companies

>Tier-2
>>crossbowmen
>>spearmen (shields)

>Tier-3
>>swordsmen
>>pistoliers

Now the question may be asked. Why have I put swordsmen at such a high tier?

The answer is simple. Swordsmen take time to be trained and generally should be available only if you have the designated military structure in province, Or if your province is sufficiently developed enough to have swordsmen recruitable. They are somewhat more better trained than spearmen or crossbowmen, and them being recruitable later unless you have barracks makes up for it.

I followed the same concept with pistoliers in the mod as well. They are supposed to be rich city boys and minor nobles shooting at stuff and running away, so they should be recruitable when your main building is big enough

It might as well be official at this point. It helps diversify your provinces and allows you to build more fun stuff.

it's okay, I also have an Affinity mod which probably is letting them confederate far too easily...really a fan of how much more the AI can survive with this mod though!

can this mod be disabled mid-game? Dwarfs are sitting at 19 provinces by Turn 23 ._.

Feels bad man... Kermit is next on Hillary's chopping block

Seriously though, great mod, it makes AI armies a lot less insane.
