Report a translation problem
It worked in the past, but not since the 64bit CK2 exe.
Appears you had another *.mod file inside the folder on upload or formatted them differently.
At least these two files have different mod names in the name= path.
Appears one is for this mod and the other for the HIP variant, based on the dependencies.
Either way, in the end Steam creates two different descriptor files and that deactivates the mod.
A simple clean reupload should fix that.
