Description
This is the toned down version of the original "Pirate Civilization".

************Update 8/25: Added the Rum Distillery

Rum Distillery replaces the windmill and gives +2 production, +5% production, and +2 Happiness, but requires an improved source of Sugar.

*******************************************************************

The trait was toned down by removing +2 movement for naval units and removing 75% chance to convert land barbarians. Now it is:

All naval units have the Prize Ships promotion, and Pirates start with the Sailing Technology.

The Pirate Tavern is essentially the same as the Colosseum, so it is not unique, just has a different name.

Black Bart's Fortune is a little different than the Palace that it replaces, you still get +7 gold instead of +4, but it suffers a city defensive strength reduction going from +2.5 to a mere +1.

Added Rum Distillery: replaces the windmill and gives +2 production, +5% production, and +2 Happiness, but requires an improved source of Sugar.

The Unique Units are the Sloop and the Royal Fortune.

The Sloop replaces the Privateer and gains Coastal Raider II.

The Royal Fortune replaces the Frigate, and it has no strategic resource requirement to be built (the Frigate requires Iron).

The Swashbucklers are still there, but they only get the amphibious promtion, simply because they are Pirates! Arghhhhhh!

Have fun with it and thanks to the commenters of the original "Pirate Civiliation (G & K)" mod for suggesting a balanced version of the Pirate Civ.

For the lite version (which will be re-named Pirate Civilization (BNW)) I will not use the cannot build settlers nor annex cities, if I did, they would have to be a Venice clone and/or become way to OP, so I'm going another route for the "lite" version...............

for the stronger version (Pirate Pro Civ (BNW)) I will be using that, but I will give them a hefty bit of more bonuses to counteract the not being able to expand properly thing. This way it wont just be a Venice clone.

I am using the one-city version right now in my playtest, and Shaka has declared war on me on turn 102, so I'll see how this plays out, then I should be able to upload the BNW versions!
