Description
The vanilla technology 'Infernal March' was a bit lackluster in my opinion. The way replenishment buffs work for hordes requires that they are in friendly territory, limiting the value of these abilities to only Norscan friendly tribe's territory. I reworked it to be a bit more permanent.

*IMPORTANT* The current implementation gives the replenishment buff at all times in the same way that the Beastmen Moon events provide replenishment at all times. In other words, this replenishment is permanent - you do not need to be encamped in order to get the replenishment bonus from this tech.

For those interested, the original tech is below and, due to design limitations, only applies to friendly territory. These values are pulled from the technology_effects_junction_tables:

interesting, I've been working on getting the replenishment to work better as well. this explains why I couldn't see a difference in enemy territory. is there any way to make it only active in encampment stance?
