Visa have nothing to do with the credit card company VISA.
"Visa" is not an anagram, but the plural of "visum", which is Latin for "has been seen". Visa are granted when you show up in person at the embassy or consulate of the country you want to enter, so that the officials can issue you a paper (the visum) that states that they have seen you, and can vouch that you're who you say you are.
