The second option in Migration/Attraction reads "VISA". It should read "Visa".
Visa have nothing to do with the credit card company VISA.
"Visa" is not an anagram, but the plural of "visum", which is Latin for "has been seen". Visa are granted when you show up in person at the embassy or consulate of the country you want to enter, so that the officials can issue you a paper (the visum) that states that they have seen you, and can vouch that you're who you say you are.

Does AI use these policies? As it seems that research bonus from Infortainment is OP. It seems that AI does not have it.

I finally got the cloning policy to work, however you will still be able to build clone vats. The building of clone armies is disabled, if you choose not to allow clones.

Yeah I absolutely believe that these policies need to be rebalanced. Perhaps give small bonuses instead of big ones

The policies seem absurdly unbalanced - some policies are amazing, others terrible. Also, not all the defaults are good ones; the incredibly bad "Propaganda" (-30% happiness) is selected as the media law upon game start, and I wonder if it's messing up the AIs.
