Description
This mod adds 3 new systems to the game, that effect your population (represented through development)

1. Growth:
Your country will slowly grow naturally, with every province growing 1 random development about every 20 years. There are however limits to this growth, deserts or mountains will never have massive populations, while farmlands can grow very big. Also, in regions like India and China all provinces can grow far larger than in Europe, to represent historical populations. Also, the capital city of large empires can grow very large, so Paris / London / Moscow will be massive by the End of the game, if France / England / Russia do well.

2. Decline:
If any of your provinces have 12 devastation, they have a 10% chance each month to lose 1 population, when this event triggers it will also decrease devastation by 6, so your provinces cant decline too much too quickly. This means that major wars like the 30 years war can really have a lasting horrible effect on your country, and you will have to wait decades for your provinces to grow large again.

3. Draft:
If your country is out of manpower and you are at war / there are rebels you can draft soldiers from one of your provinces, which will give you 5000 manpower immediately but decrease the development by 3. This allows countries to deal with rebels much more effectively, and to stay in wars longer, but for the cost of ruining their own provinces in the long term.

So these 3 systems together make the development in the world truly dynamic. This does not mean that development will feel random, if you keep your country well protected and never drain your manpower, your country will grow large, for example late game China can have upwards of 3000 development and a capital city with 50 development.
No DLC is required to use this mod.
The growth and decline events are all hidden so they dont clutter your screen.

Compatability:
This mod only adds new events and a new decision, so it should be compatible with every other mod.
However, any custom terrains implemented by other mods will not grow with this mod.
This mod is not Ironman compatible.

Changelog:

Version 2:
- Decline is now slower, and provinces only lose one development every time the decline event triggers.
- Growth now happens one development at a time.
- The draft now only gives you 5000 manpower.

Version 3:
- Growth now happens somewhat slower.
- The maximum amount of population a province can reach has been decreased by about half, so the lategame should be a bit less overpopulated.

It occurs to me that perhaps colonial nations should grow faster because colonial immigration?

Can you make a decision to playing tall with no wars? Spending manpower for building great cities that makes money and much more manpower from growing development.
