Description
The Tele-Frag spell is a Master Alteration spell geared toward teleporting you inside your enemies so that they explode, just like we used to do to our friends when they camped the teleporters in Quake (that is if you were even alive in the 1990s).

This spell fires a lightning bolt that places the caster (which will be the player since it is not added to any spell lists) on top of the target (as long as it is an NPC or creature and is not essential, a dragon, or dead) instantly killing them and destroying the body.

The Tele-Frag spell can be obtained by purchasing its spell tome from Tolfdir (the Master of Alteration) at the College of Winterhold. Despite being a Master Alteration spell, the Master of Alteration quest does not need to be completed in order to purchase the spell; however, the spell is as expensive as the other Master level spells on average as to keep it balanced compared to the others.

Notes:

When killing an enemy using this spell, the body IS DELETED and you will NOT BE ABLE TO LOOT IT. That is intended and is one of the reasons why essential characters cannot be killed with it. In addition, the restrictions on the spells uses are primarily for your own good. Using it on essential characters would simply incapacitate them, and, if it could really kill the essential characters and not just incapacitate them, it would break whatever quests required them to be essential in the first place. In addition, using it on dragons would likely result in you falling to your death.

I have tested this spell fairly extensively and have rectified any abnormalities or glitches that I have found. One such glitch that I believe I have fully rectified by offsetting the player during the teleport is that occasionally, under very specific circumstances, the player could potentially fall beneath the floor. After making my changes, I have not run into the issue again, but if it does happen DO NOT PANIC. There are several ways to rectify it without reloading your game. First, if there is no terrain under the ground that you fall through, you should fall into a "void" and instantly teleport back to solid ground (that one has never happened to me, but I have clipped myself under the floor using tcl and dropped myself to make sure that you do not instantly die, and those are my results). Second, if there is terrain underneath the ground (such as the bare land under towns like Whiterun) you will be walking on that terrain underneath and SHOULD be able to jump back out by walking to a "shallower" area and jumping up (this was the only one I ran into in my testing and it occurred very rarely). Finally, if all else fails, open the console by pressing ~ (below esc, to the left of 1, and above TAB on a standard QWERTY keyboard) and type tcl and press enter. This turns off clipping and will allow you to "fly" and pass through any objects. Simply walk back to a safe area, open the console, and type tcl and press enter again. You will fall back to the ground again and be able to resume playing as normal.

Finally, Dawnguard is not required in any way, and the spell should work on any up-to-date copy of Skyrim.

I figured that it would be quite balanced because you need generally need to be a really high level of something to use it effectively. Whether that be enchanting like me or alteration to decrease the cost of the spell outright. Tell me what you think.
