- Reduced log spam for adding the ability to character templates
- Added the 'EvacAll_WotC' facility to the log info. This can be suppressed entirely by adding "Suppress=EvacAll_WotC" to your XComEngine.ini file.

Remove an assertion that was causing issues with the Prison Break mission mod in some cases.

- Added FRA, ESN, and JPN localization for the mod config menu. Thank you, translators!
- Fixed bug causing Evac All to appear on missions where evac is disabled (e.g. Lost and Abandoned)

- Added Mod Config Menu support for in-game configuration.

- Additional bugfix for the neutralize target mission to reduce the impact of the vanilla bug. Should now only kill the VIP if Evac All is used in exactly the same situations in which the regular Evac would also kill the VIP -- evacing a final soldier carrying the VIP by themselves. Fixing this completely requires changes to the mission script itself.

- Renamed all the config files to hopefully avoid conflicts when both the WotC and vanilla versions of evac all are installed.

Bugfix update:

- Hide evac all in soldier ability lists in the Avenger.
- Partial fix for the bug causing missions to be failed when evacing an entire squad while one soldier is carrying a VIP.
