-Fixed the fire rate issue! I had it set to 0.857 instead of 0.0857. Special thanks to godzilla995 for pointing this error out.

BIG UPDATE
-Reduced damage to 40 from 50, reduced PenetrationPower to 67 from 70.
-Increased fire rate to the real-world accurate 0.857 (700RPM) from 0.1.
-Increased capacity to 50 from 35.
-Rebalanced SpreadPerShot, MaxSpread, and SpreadDecay to be closer to vanilla.
-Removed reload speed edit due to occasional visual glitches when reloading.
-Fixed a few errors in the stats.

I really left this weapon in a strange state, but this should be more acceptable. Will likely tweak further.

UPDATE:
Reduced damage from 55 to 50
Increased mag size from 35 to 40. It really was too small.
Reduced penetration layers from 3 Commons to 2.
Increased vertical recoil from 1.0 to 1.1 (vanilla = 1.2)
Increased deploy delay (time after switching to weapon before you can shoot) from 0.35 seconds to 0.48.
