The XCOM "Charger" job is no longer allowed to run if the AI sees any active enemies, which will force to revert to the regular AI for control. Charger will only be valid if the unit sees no threat.

Muton Bayonet fixes.

Muton will not attempt to even consider moving to melee range if Bayonet is not ready due to disorient, etc.

Charger job was disabled except in Avenger Defense (replaced with Scouting). Less double move pointless moves.

DefaultAIJobs update to remove Observer job from being a valid role (Observers dont do anything except move). Shows a lot on big maps with big pods (12+ aliens on screen).
