1.26 Update

Had to remove the ability to move your capital before forming Japan, and disallow the player from enacting the decision while they have the Shogunate government reform. This is due to a change enacted by Paradox whereby the Shogun *must* have their capital in Kyoto.

1.25 update

- The decision now adds all japanese cultures as accepted, so you don't have to pay 100 Dip points to re-accept your old primary culture

- Updated to v1.24
- Changed the parameters of the decision so that it can also be enacted by a Shogun who owns enough territory, if you'd like to go full Tokugawa

- Updated to 1.23
