v. 1.3 - Bringing real balance.

Games were getting to the point too early where I had nothing to build because my production was TOO high, so I made the following changes:

- Base mine production down from 2 to 1.

- Added Lumber Mill and Quarry bonuses of +1, up from 0. I forgot to add these into the initial release.

- Lowered the initial production gained of most resources, setting all non-mined resources from +3/2 down to 1, (cotton, wheat, tea, etc..),

- Lowered all mined resources (iron, aluminum etc) from +4/5/6/8 down to 2.

- The only exception is oil, which sits at +3, and horses, which sit at +2.
