Updated mod version in about.xml

Update: 10 Apr, 2020 @ 8:13am

1.1 Update:

-Changed the way I've organised my code, to prevent the game from throwing error warnings that were never previously reported

-Changed some syntax to make the mod compatible with 1.1

-As 1.1 added the ability to add descriptions to drug highs and tolerances, I have added a very basic version of this which I plan to polish up later.

This update came later than expected, let me know if you encounter any issues, or have any suggestions.

Let me know whether this is compatible with loyality, as I do not have the DLC and therefore cannot check personally.
