Gestalt Consciousness empires with Remnants will no longer get the new functionality for that origin. This is temporary; I intend to give them a proper event chain like the normal empires.

- Added a new origin: Interstellar Exiles.
- Wanderlust has been replaced by a new civic: Vengeful Refugees, which requires the Interstellar Exiles origin.

- The Vigil system is now a Brown Dwarf rather than a Black Hole.
- New Xarmir is now a Tundra World rather than a Tomb World.
- Removed the wormhole connecting Vigil to Xir'a.
- Renamed the planets of Vigil and Xir'a to better match their species owning them.
